The Civil Registry is the institution that records births, marriages, and deaths. It was formally established by the Reform Laws issued by Benito Juárez’s government in Veracruz — specifically the law of July 28, 1859 — which transferred these records from the Catholic Church to the State.

Don’t confuse this date with February 5, 1857, when the liberal Constitution of 1857 was proclaimed.
